This one is called a multi-stakeholder governance model. The RESCoop gathers all the stakeholders who have a role to play in the provision and consumption of renewable energy (consumers, producers, workers, communities, partners) through a complex governance structure. The RESCoop governance model can be organized at the local level (with local multiple stakeholders) or at the level of a territory with a pyramidal structure from the local to the territory level. Indeed, this model encapsulates the development of synergies between public authorities, social enterprises and local businesses. Such an approach has elements of public – private partnerships along with benefits but also has the pitfalls   of governance complexity and is highly dependent on regulatory clarity and efficiency. It is quite challenging and ambitious model but holds great potential for scaling up, while it ensures economies of scale, more effective sharing of best practices and knowhow. Notwithstanding that this is a model that requires a high level of sophistication and presupposes to emerge out of the development of synergies among local and regional communities and entities. This business model is for example implemented by Enercoop.
